Note: -guys this is the fix for optimizing app issue on any android phone.now as far as what i know about this issue, this issue is caused due to many reasons such as a corrupt file in your boot. Android users did not have this problem, but once version 5.0 lollipop started rolling out, a lot of them started seeing the android optimizing apps message after a reboot. specifically, what they got was “android is starting. optimizing app 1 of x,” with x being the total number of apps they installed.. Don't think so. the brightness changes according to ambient light levels once you are done with last app optimization and when it says "android is starting up". before that it stays at the default boot brightness of about 80% (i think)? didn't find a way to decrease that. may be boot up parameters if your bootloader supports it..
